This has been debated and the consensus was that being a mother is not a requirement for the MILF label, A cougar is an older woman who has sex with younger men; the terms are not interchangeable. The example given "Pamela Anderson" is a point in case; Anderson does not have any children. Having children is not a requirement of a MILF as the term refers simply to age.
